This presentation will describe the phenomenon the International Committee of the Red Cross (ICRC) is witnessing of civilians increasingly using digital tools in relation to situations of armed conflict. It will explore how the principle of distinction applies to such situations, covering legal issues such as when IHL affords its protection against attack, and under what exceptional circumstances that protection might be lost.
Join us for this interesting discussion with our guest speaker Jonathan Horowitz Legal Advisor and interim Deputy to the Head of the Legal Department at the ICRC鈥檚 Regional Delegation for the United States and Canada, based in Washington, D.C., which will be moderated by Sophie Rondeau, LL.D., Director and Legal Advisor, IHL Team, at the Canadian Red Cross.
Jonathan Horowitz

Jonathan Horowitz is a Legal Advisor and interim Deputy to the Head of the Legal Department at the ICRC鈥檚 Regional Delegation for the United States and Canada, based in Washington, D.C., where he focuses on legal issues pertaining to new and emerging technologies in armed conflict, urban warfare, and partnered operations. Jonathan received his LLM from the University of Essex (UK) and has published widely on international humanitarian law and human rights law.
Sophie Rondeau

Sophie Rondeau is currently Director and Legal Advisor at the Canadian Red Cross, in the International Humanitarian Law team. She graduated from Universit茅 de Montreal's Law Faculty, holds a Masters' degree in International Law from Universit茅 du Qu茅bec 脿 Montr茅al (UQAM), a Doctorate in Law from Universit茅 de Gen猫ve and Universit茅 Laval (granted SSHRC and FRQSC scholarships), and is a member of the Quebec Bar. She currently lives on the island of Tiohti谩:ke\Montreal with her husband and 2 sons.
