Paul-David Chouinard is a Ph.D. candidate at the University of Ottawa and a member of the Quebec Bar. He previously worked as a research lawyer at the Quebec Court of Appeal for the Honourable Julie Dutil. He currently works for the Revue g茅n茅rale de droit in collaboration with Professor Michelle Giroux, and is a member of Universit茅 Laval's Centre d'茅tudes en droits administratifs et constitutionnel and the Louis-Philippe-Pigeon Chair in Legal Writing.
His research, conducted under the supervision of Professor Paul Daly, focuses on the interaction between civil procedure and the rules governing administrative tribunals in Quebec. More broadly, he is interested in the specificity of Quebec administrative law, the reform of civil procedure and issues of access to justice in the citizen's relationship with the State. The working title of his thesis is as follows: "Aux fronti猫res du public et du priv茅: perspectives compar茅es sur l'application du nouveau Code de proc茅dure civile en droit administratif qu茅b茅cois".
Under the supervision of Professor Antoine Pellerin at Universit茅 Laval's Faculty of Law, he wrote a master's thesis on interest to act in Quebec law. He is co-author of a monograph to be published in 2025 by 脡ditions Yvon Blais entitled L'茅quit茅 proc茅durale en droit administratif canadien. His work has also been published in peer-reviewed journals such as Les Cahiers de droit and the Revue g茅n茅rale de droit.
